Description:

The City of Patterson Department of Engineering, Building, and Capital Projects is soliciting requests for bids for the construction of Ward Avenue Sanitary Sewer Water Lift Station Rehabilitation Project.

SEALED BIDS will be received until 2:00 P.M. local time on April 5, 2023, by the Engineering, Building, and Capital Projects Department at the City of Patterson, 1 Plaza, Patterson, California 95363, at which time they will be publicly opened and read aloud. Bids shall be dropped off or mailed to the Engineering, Building, and Capital Projects Department of the City of Patterson, attention Jaspreet Mangat. Bids shall be submitted in a sealed envelope on the forms provided in the Bid Book. The name of the bidder, the bidder’s state registration and DIR number, the name of the project, and the statement “Do Not Open Until the Time of Bid Opening” must be printed on the sealed envelope. Bids received after said deadline or without the required registration number will be returned unopened to the bidder.

General Description of Work: Rehabilitate a sanitary sewer lift station by removing the existing pumps, motors, and piping in the pit, applying a waterproof coating to the interior of the pit, installing new pumps, motors, piping, level sensors, and stilling well in the pit, installing a new stilling well near the outfall at Salado Creek, ancillary electrical work, and constructing a concrete pad around the lift station pit.

Non-Mandatory Pre-Bid Meeting: A non-mandatory pre-bid meeting and project site tour is scheduled for March 16, 2023, 10:00 AM at the project location: 14701 Ward Avenue Patterson CA 95363.  Contractors are highly encouraged to examine the project site prior to bidding.

Contractor’s LicenseThe successful bidder must possess a current Class A Contractor’s License issued by the state of California and must be licensed from contract award through Contract acceptance.

City Staff will certify that the certificate of authority of the insurer has not been surrendered, revoked, canceled, annulled, or suspended, or in the event that is has, that renewed authority has been granted within 10 calendar days of the insurer’s receipt of the certificate shall be required. 

Prevailing Wages: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations.  These wages are set forth in the General Prevailing Wage Rates for this project, available at the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD.  

Effective April 1, 2015, Contractors and subcontractors bidding and performing work on public works project   must register on an annual basis with Department of Industrial Relations (DIR).  

Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations.  These wages are set forth in the General Prevailing Wage Rates for this project, available at the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD.  The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor. Copies of this book may be examined at the offices described above where project plans, special provisions, and bid forms may be seen.   Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of Bid book.  Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

Attention is directed to the Federal minimum wage rate requirements; if there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate.   The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations.  This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations.   Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.

This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

“A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5.  It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.”

The City reserves the right to cancel or reject all or a portion or portions of the request for bids without notice. Further, the City makes no representations that any agreement will be awarded to any organization submitting a proposal. The City reserves the right to reject any and all proposals submitted in response to this request or any addenda thereto.
