The City of Patterson Department of Engineering, Building, and Capital Projects is soliciting requests for bids for the construction of Sperry Avenue Improvements Project.


SEALED BIDS will be received until 2:00 P.M. local time on December 21, 2022, by the Engineering, Building, and Capital Projects Department at the City of Patterson, 1 Plaza, Patterson, California 95363, at which time they will be publicly opened and read aloud. Bids shall be dropped off or mailed to the Engineering, Building, and Capital Projects Department of the City of Patterson, attention of Tiffany Rodriguez, Capital Projects Manager. Bids shall be submitted in a sealed envelope on the forms provided in the Bid Book. The name of the bidder, the bidder’s state registration and DIR number, the name of the project, and the statement “Do Not Open Until the Time of Bid Opening” must be printed on the sealed envelope. Bids received after said deadline or without the required registration number will be returned unopened to the bidder.


  1. Description of Work
    The proposed work shall be performed in accordance with the plans, specifications and other contract documents and shall consist of the following General work description:  
    The work is located on Sperry Avenue between American Eagle Avenue and Ward Avenue in the City of Patterson, California. In general, the Work consists of asphalt concrete removal and replacement where the existing pavement has failed, an asphalt overlay with pavement fabric, traffic signal detector loops, accessible ramp removal and replacement, and pavement striping and markings.

  1. Questions: The deadline for questions is December 7, 2022, 5 PM. The City will make every effort to address all questions regarding this proposal.

Contractor’s License
The successful bidder must possess a current Class A Contractor’s License issued by the state of California and must be licensed from contract award through Contract acceptance.

Special Requirements:
Prevailing Wages
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the California Department of Industrial Relations’ Internet web site at

Effective April 1, 2015, Contractors and subcontractors bidding and performing work on public works project must register on an annual basis with Department of Industrial Relations (DIR).

Federal Wage Rates
This is a federally funded project and Federal minimum wage rates shall apply for this project as predetermined by the United States Secretary of Labor are set forth in the Bid book. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to all Plan holders.

The DBE Contract goal is 8%.
The City of Patterson affirms that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. Bidders are advised that, as required by federal law, the City of Patterson is implementing Disadvantaged Business Enterprise requirements.


This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

“A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.”
