Bid Recipient: City of Patterson City Hall Second Floor


Bids shall be submitted in sealed envelopes on the form provided with the specifications for that purpose.  Envelopes shall be addressed to the City of Patterson, 1 Plaza, Patterson, CA, 95363, and delivered to the Department of Engineering, Building and Capital Projects by Tuesday, April 4, 2017, at 2:00pm, at which time the Bids will be publicly open and read.  No late bids will be accepted and will be returned unopened.  No oral, telegraphic, electronic, facsimile, or telephone submittals or modifications will be considered unless specified.

 General work description:  The work consists of constructing a non-potable production well by reverse rotary and zonal water quality sampling.  The work shall include moving personnel and equipment to and from the project site, securing bonds, obtaining all permits and business licenses, incidentals, drilling of the production well, installation of the casing, air lifting for water sampling, pumping from the well, and installation of hydropneumatic tank, discharge line, electrical and SCADA controls, fencing, and other such items not mentioned herein that are required by the plans and specifications.  Estimated cost for this project for the base bid is between $700,000 and $750,000.

A non-mandatory pre-bid meeting and project site tour will be scheduled for March 22, 2017 at 10:00am beginning at 1 Plaza Circle Patterson, CA 95363 in the City Hall Council Chambers.  Contractors shall personally examine the project site prior to bidding.

Bids are required for the entire work described herein.

The contractor shall possess a Class A and Class C-57 license at the time this contract is awarded.

This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening.  Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.

The successful bidder shall furnish a Warranty Bond to the City prior to the award being placed on the City Council agenda for acceptance. 

The successful bidder shall furnish a payment bond and a performance bond.  Each bond is to be executed in a sum equal to one hundred percent (100%) of the contract price.  City Staff will certify that the certificate of authority of the insurer has not been surrendered, revoked, canceled, annulled, or suspended, or in the event that is has, that renewed authority has been granted within 10 calendar days of the insurer’s receipt of the certificate shall be required.

Bidders’ attention is directed to the insurance requirements in the contract.  It is highly recommended that bidders confer with their respective insurance carriers or brokers to determine in advance of bid submission the availability of insurance certificates and endorsements prescribed and provided herein

Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations.  These wages are set forth in the General Prevailing Wage Rates for this project, available at the California Department of Industrial Relations’ Internet web site at  The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the Bid  book and in copies of this book that may be examined at the offices described above where project plans, special provisions, and bid forms may be seen.  Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of Bid book.  Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

Attention is directed to the Federal minimum wage rate requirements in the Bid book.  If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate.  The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations.  This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations.  Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.

The U.S. Department of Transportation (DOT) provides a toll-free “hotline” service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m.
and 5:00 p.m., Eastern Time, Telephone No. 1-800-424-9071.  Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the “hotline” to report these activities.  The “hotline” is part of the DOT’s continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General.  All information will be treated confidentially and caller anonymity will be respected.
